1.海峡交流基金会（全称财团法人海峡交流基金会，简称海基会；英语：Straits Exchange Foundation，SEF）成立于1990年11月21日，1991年3月9日正式挂牌运行。为台湾办理海峡两岸交流所衍生的各项事务的机构组织，其业务授权和指导机关为行政院大陆委员会（陆委会）。

海峡交流基金会简称海基会。海基会以“是一座桥，不是一堵墙”为己任，主要任务是执行“政府”委托办理的两 岸民交流中技术性、事务性的工作，包括两岸同胞入出境收件、核转，大陆地区文书验证及送达，两岸人犯的遣返，经贸纠纷的调解处理，学术文化交流的沟通等等。因而可视为台湾当局与大陆联系的中介机构。海基会通过“行政院大陆委员会”对“立法院”负责， 同时接受“国民大会”监督。其资金来源大多是“政府”拨款，少部分为工商企业界捐款。海基会设董事会，董事会下设秘书处，文化服务处，经贸服务处，法律服务处，旅行服务处和综合服务处，负责处理有关具体事宜。1993年4月27～29日，董事长辜振甫与海峡两岸关系协会会长汪道涵在新加坡举行汪辜会谈。
