统制 官名。北宋时，为加强中央集权，皇帝直接控制军队，将领不能专兵。 遇战事 则在各将领中选拔一人给予“都统制”的名义，以节制兵马。南宋建炎六年（公元1127年），设置“御营司都统制”，始成为禁军将官之职衔。此后，边要地区亦设“都统制”，并加“御前”二字，以示属于朝廷直属军队。并非地方军事长官。清末军制，统辖一镇的长官也叫统制（即镇统）。
