谍报向侦察对象内部秘密派遣或在侦察对象内部秘密发展人员以获取机密情报的活动。主要用于战略侦察，也可用于战役侦察、战术侦察。战略谍报侦察的基本任务是了解侦察对象的政治、军事、经济、科技等重要机密情报，为国家和军队制定方针、政策、作战计划提供依据。
基本简介
谍报侦察的主要目标是决策机关和机要部门。基本做法是采用各种手段建立谍报网。获取情报的方法有观察、刺探、密取、窃听等。谍报侦察的指导思想因国家性质和传统影响而有所不同。有些国家往往采取政治讹诈、色情引诱、制造把柄等手段来招募人员。在谍报侦察过程中，存在着谍报与反谍报的复杂斗争，于是出现了“两面间谍”、“多面间谍”和“逆用间谍”等名目。这种斗争通称为“间谍战”、“谍报战”。
历史回顾
