国家为了行使职能的需要而参与社会产品的分配以及由此而发生的国家与各有关方面的分配关系。在中国，对财政这一范畴存在着不同的认识：一种观点认为，财政是由国家分配价值所发生的分配关系。这种价值分配，在国家产生前属于生产领域的财务分配，在国家产生后属于国家财政分配。另一种观点认为，财政是为了满足社会共同需要而对剩余产品进行分配所产生的分配关系，财政不是随国家的产生而产生，而是随着剩余产品的产生而产生。这里论述的属于前一种观点。　　起源在国家产生以前，原始公社末期已经存在着从有限的剩余产品中分出一部分来用于满足社会共同需要的经济现象。但这只是集体劳动成果由集体分配，属于经济分配，还没有财政分配。在国家产生以后，当国家从社会产品中分得一定的份额用于满足国家行使其职能的需要时，才从一般经济分配中分离出独立的财政分配，于是产生了财政。国家的存在必须以财政的支持为条件，只有劳动者能够为国家...
