1. To help formulate the Ninth Five-Year Plan for National Economic and Social Development and the Outline of the Long-Term Target for the Year 2010, the Chinese government, proceeding from realizing coordination and sustainable development of the economy, society, population, resources and environment, has organized research on vital issues such as the development of territorial resources and environmental control, the overall plan for the national territory, and how well mineral resources can satisfy the demands of the national economy. It has also completed the Major Issues on the Development of National Territorial Resources and Environmental Control During 1996-2010 and other research reports on special subjects. The government has laid down the overall framework of optimizing the development and control of territorial resources, the regional development strategy and distribution of territorial resources exploitation, as well as the targets and measures of territorial control and environmental protection. 
   为配合制定《中华人民共和国国民经济和社会发展“九五”计划和2010年远景目标纲要》，中国政府从实现经济、社会、人口、资源与环境相互协调和可持续发展出发，组织开展了国土资源开发与环境整治、全国国土总体规划以及矿产资源对国民经济保证程度等重大问题研究，完成了1996—2010年全国国土资源开发与环境整治重大问题等专项研究报告，提出了优化国土资源开发与整治总体框架、区域发展战略、国土资源开发布局、国土整治和环境保护目标及对策。
